I work with this guy at the hospital who flirts with me a lot and i in turn flirt with him  and  he winks at me and his always happy to see me whenever i show up. He always touches me with his leg so no one can see and also whistled at me when i wore my hair down, the question is do you think he likes me or is he just playing with me?

He likes you, you wouldn't engage in this behaviour unless you want to get noticed by a lady and make it clear that you like her.   Whether he likes you as a person or a sexual object, I don't know, that should be more clearer when he speaks to you and is away from the crowds of people.

I invited him to come salsa dancing with and gave him my number but has never called and yet he keeps flirting and winking at me. i think may be lost the number or washed it in his uniform

I think the most likely option is he doesn't like salsa dancing.  Not many men would like to go salsa dancing on a first date.  He's just setting himself up for a fall.  Guys are usually big and clumsy when it comes to dance.  To a woman she will expect a guy to perform well at dancing and enjoy himself and make you enjoy yourself at the same time.  To him he would be going into an unfamiliar place and doing an unfamiliar thing and have an audience at the same time, who may laugh at him or ridicule him.  I'm sure he more than likely treasured your number and has it, but he'll wait before using it because he doesn't want salsa dancing on a first date.  He has to wait until the idea of salsa dancing is clearly out of your head because he won't want the issue to come up in conversation, only for you to find out the reason for him not wanting to go is because he is too scared.  Guys don't like women to know that they are too scared of anything, so he'll be looking to hide the concept of being scared.
