This couple have ”their eyes on the prize”. It is a natural response to stare at what you want. She is playing with his tie, pulling him in closer. She is signalling to him quite clearly that his advances will not be rejected.  Make sure you only do this when there's a good chance he will feel comfortable about your advances.
