i fancy this boy but his just broke up with his girlfriend he wants to go out with me but he cant because he still likes his girlfriend i think he loves her. what can i do?

That's up to him.  If he likes you enough, he should be able to take the decision to forget about his ex and move onto you. There is nothing you can do really, other than wait to see if he makes his mind up.  In the mean time you should be available to anyone else you take a fancy to, don't let the possibility of going with him, prevent you from seeking other men, because it might not ever happen.  The way I see it, is he obviously doesn't like you enough to make the decision at the moment. And he is of course still distracted by his ex-girlfriend.
