there is this guy at work i have worked with him for 11 years he is my boss.

he flirts with me all the time especially when he has an audience.

He is always touching my waist or hair or shoulders or back.  And is constantly joking with me or talking about sex.

He's trying to get you to imagine having sex with him and make you feel comfortable about him touching you.  Touching the shoulders or arms tends to be an early stage, touching a ladies waist tends to suggest he is trying to move in faster.  It's progressing towards sex, so you could say after touching your waist the next step is to touch you elsewhere and go the whole way.

His wife works there too and when she walks in the room he shuts up and does not say a thing.

He obviously knows he is doing something wrong by flirting with you and his intentions are to seduce you if he can. 

He also shuts up when he is alone with me, he says the odd thing but nothing like when he has other people there in front of him.

In that case whilst on the service he probably wouldn't mind having sex with you, his real aim is to show off and make other female members of staff jealous.  Because if he was really interested in you, when he's on his own he would step up his flirting and try and get you to go the whole way. 

If i say things to him back eg flirting he gets all awkward and then backs off for a while then starts again.

Just re-inforces what I say above, you are maybe not the ultimate target, he wants to show off to other present. 

We have this new girl started and she is gorgeous and he has basically blanked me since she started she flirts with him and he loves it. Its like im not there any more.

It's his new play thing on the scene, new blood to flirt with, you were probably his practice and to keep his experience up, now she's arrived on the scene it brings a load more excitement and challenge to him.

He sat with me at the xmas party and was all over me but there was a guy opposite me i started to pay attention to, after that my boss totally stopped the flirting.

now is it that he has new young blood on the scene or the fact i started to flirt with this other guy and he did not like it?

It depends in what order things happened.  Did he stop flirting with you after this christmas party or was it after the new blood arrived?  If he spots you are interested in someone else, then he is going to ditch the idea of being with you.  Basically if he pursues you and you end up with this other guy he is going to look stupid.  He'll look stupid to you and stupid to any other women that are around.  The is also the potential that this other guy might want to fight him for you, and for that reason he will want to avoid this sort of confrontation.

oh yes i do fancy the arse off him but he is married but i do like the attention he gives.

It depends in what order he did things?  Overall I think he most likely enjoyed flirting with you and probably would have had sex with you given the right chance but I think his interest in you was more than likely to show off and make other women jealous.
